Banning a block of IP addresses

Is there a way to block an IP address based on the first two sets of numbers only? I have a nuisance poster that I've tried to block, but he's always using slightly different IP addresses. The first two sets of numbers are always the same, but the last two are always different. I've banned him using three different IP addresses, but he's still posting.
